Javier joined the Ad Astra team in March 2024 with a professional background in the architecture industry, bringing vast experience in disaster recovery, grants, and program management, leading large teams. He has successfully spearheaded initiatives in both the private and public sectors, including managing hundreds of projects within municipalities and utility companies with funding amounts surpassing $1.2 billion. As Program Manager and PRCI Manager at IEM, Javier led a team of 164 employees in executing the FEMA PA project formulation process and reimbursement for Puerto Rico's electrical grid. He also worked at COR3 as Project Development Municipalities Director, overseeing the project development of the 78 municipalities and maintaining contact with sub-recipients to recover close to $4 billion in obligations. Currently, Javier is Managing Director at Ad Astra, working with the Puerto Rico Broadband Team to support the implementation of five grants funding the broadband program.
